Doctoral student Ing. Miroslav Pavelka from the Department of Information Technologies PEF ČZU in Prague, who is studying the doctoral study program Systems Engineering and Informatics at PEF, spoke at the end of October 2025 at the National meeting of hospital directors and representatives of the health sector. His lecture entitled “Cyber (In)security of Hospitals: Healthcare Delivery as a Regulated Service” was among the key professional contributions of the program and opened up a vital discussion on responsibility, processes and strategic management of cybersecurity in healthcare.
Cyber security as a responsibility of hospital management
In his speech Ing. Miroslav Pavelka emphasized that cyber security is not only a technical discipline, but primarily a managerial responsibility. "The top management of the hospital is responsible for cyber security, and that responsibility cannot be delegated. Of course, there are different roles - cyber security manager or cyber security management committee - they have their important role, but the ultimate responsibility always rests with the top management of the hospital," said Pavelka.
His lecture highlighted the key fact that cyber incidents are often the result of errors in process management, not a lack of technology, and that effective security must be an integral part of the strategic decision-making of healthcare facility management.
