Doctoral student Ing. Miroslav Pavelka from Department of Information Technology, Faculty of Economics, CZU in Prague, who is studying at the PEF doctoral study program in Systems Engineering and Informatics, spoke at the end of October 2025 at A nationwide meeting of hospital directors and healthcare sector representatives. His lecture entitled „"Cyber (in)security of hospitals: healthcare provision as a regulated service"“ was among the key expert contributions of the program and opened a fundamental discussion on the responsibility, processes and strategic management of cybersecurity in healthcare.
Cybersecurity as a responsibility of hospital management
In his speech, Ing. Miroslav Pavelka emphasized that cybersecurity is not only a technical discipline, but above all managerial responsibility. "Cybersecurity is the responsibility of the hospital's top management, and that responsibility cannot be delegated. Of course, there are various roles - a cybersecurity manager or a cybersecurity management committee - and they all have their own important roles, but the ultimate responsibility always lies with the hospital's top management," said Pavelka.
His lecture highlighted the key fact that cyber incidents are often the result of errors in process management, not a lack of technology, and that effective security must be an integral part of the strategic decision-making of healthcare facility management.
